In order to increase the RAM (and allow you to use more mods!) you will need to install the 64-bit version of the game. This limits the RAM that it can access to 4GB, and as a result this greatly limits the number of mods you can run on your client at the same time. TModLoader is a 32-bit program when you download and install it from Steam.
